Two States, One Location

Is it possible or practical to have two states occupying the same geographic location? In the west we are told that competition is good, and the free market delivers benefits to its consumers. Can the same prince be applied to government itself?

A strange, and perhaps a pointless question, image if you could choose the laws, the taxation system, health and education.
